BADAGRY, LAGOS STATE — October 13, 2026
The Badagry Chamber of Commerce, Industry, Mines and Agriculture (BACCIMA), the Badagry Local Government Council and representatives of Truck Transit Park (TTP) have held a strategic meeting on the proposed establishment of a Truck Transit Park in Badagry, an initiative expected to strengthen traffic management, facilitate trade and create economic opportunities across the division.
The meeting, held on Tuesday, October 13, 2026, at the Conference Hall of the Badagry Local Government Secretariat, brought together representatives of the three parties to discuss the proposed investment, its requirements and the next steps towards implementation.

The BACCIMA delegation was led by its President, Mr. Ashamu S. Fadipe, together with the First Deputy President, Mrs. Ngozi Modebelu, Director-General, Engr. Seton M. Senu, members of the Executive Council, and other members of the Chamber. The Executive Chairman of Badagry Local Government, Hon. Babatunde Hunpe, led the council’s delegation, while Mr. Richard Emmen and Mr. Adebayo Ojo represented TTP.
Proposed Truck Transit Park to Address Traffic Challenges
During the presentation, Mr. Richard Emmen explained that the proposed Truck Transit Park is designed to improve traffic management along the Badagry transport corridor by providing a controlled facility where trucks can be accommodated and directed to their respective destinations.

The proposal aligns with the Lagos State Master Plan’s recognition of Badagry as an important economic and transport corridor. It is also expected to support activities across the agricultural value chain by improving the movement and handling of goods.
According to the TTP representatives, the company intends to finance the investment entirely from its own resources. Proposed facilities include a Compressed Natural Gas (CNG) conversion centre, a CNG dispensing centre, a restaurant outlet and a warehouse, among other supporting infrastructure.
The project is proposed as a Public-Private Partnership (PPP) involving TTP, the Badagry Local Government and BACCIMA, with anticipated benefits including employment generation and increased revenue for the local government.

As part of the requirements for the project, TTP requested the allocation of approximately 25 to 30 hectares of land and the local government’s support for legislation to prohibit indiscriminate truck parking along the road.
Badagry Local Government Expresses Support
The Council Manager, Mrs. Senami Avoseh, welcomed the proposal, describing it as consistent with the development agenda of the Executive Chairman.

In his address, Hon. Babatunde Hunpe expressed delight at the prospect of attracting investors to Badagry and appealed to the project proponents to ensure that the investment remains within the local government area.
The Chairman identified possible locations at Oloko and Gberefu for consideration, while noting that further assessment would be required to establish whether the available land could meet the project’s estimated requirement of 25 to 30 hectares.
He also assured the meeting that the host communities would be involved in the process, underscoring the importance of community participation in the development of the proposed facility.

Committee Constituted to Assess Proposed Sites
To advance the discussions, the Executive Chairman constituted a committee to inspect and survey the available land at Oloko and Gberefu and determine its suitability for the proposed development.
The committee comprises:
- Engr. Seton M. Senu, Director-General, BACCIMA
- Mr. Abiola Hamid, Director of Programme Development, BACCIMA
- Surv. Princess Amusa Dejo, Director of Government Affairs, BACCIMA
- Mrs. Senami Avoseh, Council Manager
- Prince Seyon Akran, Special Adviser on Tourism
- Engr. Fadairo, Council Engineer
- Mr. Whesu Viavon, Special Adviser on Intergovernmental Affairs
The committee’s findings will help determine whether the proposed locations meet the project’s land requirements and guide further discussions on implementation.
The TTP representatives also indicated that their architect would participate in the next stage of the project to support the subsequent planning process.

BACCIMA Reaffirms Commitment to Regional Trade Development
Speaking during the meeting, the BACCIMA President, Mr. Ashamu S. Fadipe, urged the project proponents and stakeholders to work towards commencing the project as soon as possible.
He also informed the meeting that the Chamber was working on the establishment of a proposed cross-border market at Seme, reinforcing BACCIMA’s commitment to strengthening cross-border commerce and expanding economic opportunities within the Badagry corridor.
The proposed market and Truck Transit Park represent initiatives being pursued to improve trade facilitation, logistics and commercial activities in the region.
During the meeting, the Executive Chairman also presented an award to TTP on behalf of BACCIMA in recognition of the company’s engagement with stakeholders over the proposed investment.

The meeting concluded with the following key action points:
- Land assessment: The committee will inspect and survey the proposed sites at Oloko and Gberefu to determine their suitability and confirm whether they meet the required land area.
- Project planning: TTP will bring its architect to the next stage of discussions to support further planning.
- Stakeholder collaboration: BACCIMA, TTP and the Badagry Local Government will continue engagements towards advancing the proposed Public-Private Partnership.
- Cross-border market development: BACCIMA will continue its work on the proposed cross-border market at Seme.
The meeting ended at 3:54 p.m., with stakeholders having outlined the immediate steps required to advance the proposal.
